Cole & Phoebe dating should have been a massive problem for the elders— but they literally have no contact or repercussions from the elders about their relationship but Piper & Leo get tormented by them- that feels like an oversight.
Surely a witch & demon getting together and possibly having a child together is a lot worse than a witch & whitelighter having a baby together and like we saw when Phoebe turned into the queen of the underworld— having a charmed one and a demon together could cause evil to influence the witch— and she she gets away without any consequences to actually being the queen of the underworld.
There should have been more strife between Cole & Phoebe and the elders and that would not have only made more sense from a story perspective but more interesting for the audience.

I have time in the middle of the night, since most of my busy time is during the day. So, that's why you see me online, ATM. I just won't make day time events like the re-watches, this weekend.
That being said, to answer the thread's question, I feel like Phoebe & Cole did get their flack but from the Underworld end vs "Up There". Leo works for the Elders, and Cole (or, at least, Belthazor) worked for the Triad/the Source. The proper authorities of their respective line of work did their due diligence.
Cole was going to be executed back in S3E7 "Power Outage" for disobeying orders. Cole had Bounty Hunters after him from S3E8 "Sleuthing with the Enemy" up to pretty much S4E8 "Black as Cole". Almost a whole season. There was that brief moment that Raynor killed Phoebe's love for Cole in S3E20 "Exit Strategy", but it didn't last too long. Where, Cole is basically being hunted by Bounty Hunters, again. Then, he got tricked into becoming the Source in S4E13 "Charmed & Dangerous". And got vanquished in S4E20 "Long Live the Queen".
I don't want to even get into his return from kind of S4E21 "Womb Raider" to S5E12 "Centennial Charmed", but I digress.
I feel like the Phoebe & Cole relationship had its hardships similar to Piper & Leo's. With the exception that Phoebe & Cole didn't last nor got back together, like Piper & Leo did.
Only difference is which position of authority would intermingle, and in Phoebe & Cole's case, it was the Underworld.

The Elders might have hated the two of them together, but there was probably little they could do regarding Cole. I'm surprised Phoebe didn't have any kind of consequence, but I think Cole was untouchable to them.

Plus, I'm not a fan of the Elders controlling the Charmed Ones every single move.
See S2E2 "Morality Bites" or S3E4 "All Halliwell's Eve".
S2E2 "Morality Bites" to "teach them a lesson".
Or, S3E4 "All Halliwell's Eve", yanking them out of their lives to rescue Melinda Warren. I get they had to, but they could've let them know A LOT sooner than they did.
The Elders are very sloppy with their comminication and expect the Charmed Ones to stand at attention, waiting for their next assignment. Completely unacceptable.

There are a few possible reasons why the elders didn't oppose Phoebe & Cole being together as opposed to Piper & Leo: 1. Different Circumstances: The situations and dynamics of Phoebe/Cole's relationship and Piper/Leo's were different. Phoebe and Cole initally had a passionate and intense love affair, whereas Piper and Leo had more stable and balanced relationship. The elders could've viewed Phoebe & Cole as a personal journey for Phoebe, whereas Piper & Leo's relationship was seen more as a violation to the rules that govern the magical world. 2. Powers and Reponsibilities: As a Whitelighter, Leo had responsibilities and obligations towards the greater good of the magical community. Being in a romantic relationship with a witch goes against the rules set by the elders because Whitelighters are meant to be impartial guides and protectors. Phoebe, on the other hand, had that freedom to choose her partners without being bound by the same rules. 3. Acceptance of Love: The elders might've recognized that Phoebe and Cole's love was genuine and powerful. Despite Cole being half demon, the fact that their love was strong enough to withstand various trials and challenges could've persuade the elders to be more accepting or lenient towards their relationship. 4. Personal Growth: Phoebe and Cole's relationship played a significant role in Phoebe's personal growth and development since it exposed her to different aspects of love, loyalty, and sacrifice. The elders might've seen this as a necessary journey for Phoebe's growth as a witch and individual. 5. Redemption Arc: Cole, as a demon who sought redemption, presented an opportunity for the elders to observe and guide someone towards the path of good. By allowing Phoebe and Cole's relationship to continue, the elders could closely monitor Cole's actions and intentions, potentially bringing about his redemption and aiding in the balance of good and evil.
