Rate Leo as a Whitelighter overall /5

The fact that he let Phoebe fall in love with a demon and Belthazor was able to get close to them proved he was terrible as a whitelighter.

He's a better Whitelighter to his OTHER charges/NOT dealing with the Charmed Ones. He's a good Whitelighter in the following episodes:

S1E14 "Secrets & Guys" - Max's Father
S1E21 "Love Hurts" - Daisy
S2E4 "The Devil's Music" - Dealing with Carlton
S2E16 "Murphy's Luck" - Arresting the Darklighter
S4E1-2 "Charmed Again, Pt 1 & 2" - Dealing with Cortez
S4E17 "Saving Private Leo" - Maria
S5E4 "Siren's Song" - Melissa
S5E22-23 "Oh My Goddess, Pt 1 & 2" - Saving the entire world from the Titans

Otherwise, the only times I can think of where he was an actual good Whitelighter to the Charmed Ones was only in two episodes S4E5 "Size Matters" & S5E23 "Oh My Goddess, Pt 2". He was a better human post S7E16 "The Seven Year Witch" which is what I voted for. Him being a teacher/headmaster of Magic School was probably the best compromise, of both worlds, for him, to do via S7E19 "Freaky Phoebe" & S8E22 "Forever Charmed". Which funny enough, Leo was at his best as a "Whitelighter" (despite not being one), to Paige in S7E19 "Freaky Phoebe", than the rest of the show, but I digress.

In terms of Leo being a White Lighter for me he was half and half really.

With other charges like Max and Daisy he was the type of person a White Lighter should be but with his own family not so being a bit too lenient with them or letting them get away with things and not putting his foot down then showcasing why the girls should've had someone else entirely.

Of course we don't know what Leo was like as a White Lighter before meeting the girls save the 60s episode which portrayed him as a hippie but I can only guess he was different in mentality obviously.

I feel he was a good whitelighter after things went bad for the Charmed Ones. Like Phoebe getting her heart broken by Cole and only realising after Leo had been unable to heal Cole. The only episode I truly found him to be a good whitelighter was him healing the book of shadows in Season 1 and the darklighter episode where Prue was in danger.

It is very rare, when Leo is actually a good whitelighter to the Charmed Ones. I like his Whitelighter skills OUTSIDE of the Charmed Ones, personally. Like I said, there's the occasional Whitelighter to the Charmed Ones that I like, for example:

(Not a Whitelighter but still awesome) S2E15 "Give Me a Sign" - Identifying the demon laser weapon
S4E5 "Size Matters" - Orbing away from Paige & Piper, so they can handle their fight, on their own
S5E23 "Oh My Goddess, Pt 2" - Trusting Phoebe & Paige to de-crankify Piper
(Not a Whitelighter but still awesome) S7E19 "Freaky Phoebe" - Helping Paige with her charge

Other than that, no not really.
