Maybe its about that "lets see if we can make a Billie spin-off" that there has been talked about once..that never will happen anyway, but thank god for that. She did not impress me that much.
I actually find her a little annoying.
The Billie caracter would have been better of as one that you only see once in a while, like some one that accidental crosses the path of the Charmed girls some times.

Seriously, you're right in that the Billy character has little business being on front, given how most fans, at best, simply tolerated her. You're right about the possible spinoff, but Kern realized quickly that was not going to happen with this character, given the fan/overall audience reactions. I'm sure they get insights from a variety of places. The Billy character could have been a very deep and dark force in S8, but instead was played too airhead, too distracted, and too single minded with the whole let's say Christy bit. Granted, this was to be the key to the whole episode, leading to the "final" battle, but Kelly C was just too much of a lightweight character to make us care about her. The Christy character was, at least, interesting, as most of the darker characters (with secrets) usually are, but she had to play too many scenes off her "sister" and it just was too silly. Take the whole, let's reintroduce Christy to civilization lessons.
If Billy had been more brooding and mysterious, and not instantly a fifth wheel in the house, I think it would have made for a better season. Although I loved the finale (I know many of you don't), the happy ending, and the potential for several different spinoffs (which might one day happen, for one of them), it took a long time and lot of silly scenes for them to get there.
