I've forgot the name of the episode its the one with Troxa but any way in that one dosen't Cole turn on air conditioning ? But then when it's Oh My Godess Phoebe says to Piper why haven't we ever got air conditioning ? Can someone clear this up I'm really confused.

that episode was called "Sight Unseen" and the thing witht he airconditioning i honestly dont think anybody knows its another one of those charmed mistakes sorry

The only explanation I can think of is maybe the Halliwells' air-conditioning broke sometime between Seasons 3 and 5, and they never bothered to get it fixed.

That would make sense considering how many things get smashed when demons attack. Although, I'm still not sure why they kept fixing the Grandfather Clock.

That could have happened but didn't Phoebe say something like "Why in the name of everything good and pure have we never bothered to get air conditioning" I could be wrong though.

In S2's "She's a Man, Baby," Prue (as a man) repairs the air conditioning by cleaning out the filters. Later on, in "Oh, My Goddess! Pt1" (S5) Phoebe bemoans the fact that they never had AC installed. (as Quoted by Flame, above)
I never thought about the AC in Sight Unseen. For some reason I had it in my head that Cole had only turned down the heat, then opened the windows. This sort of marks for me the only time in 8 years that Kern seems to acknowledge that it gets cold in San Francisco. Ellish kept the Glamorous Ones parading around in scraps of fabric from her sewing basket.
The only time I recall seeing coats, gloves, umbrellas, etc. is at the end of Ex Libris.

It's obviously a continuity mistake that no one picked up on, as it is far from essential to any episode where air conditioning is mentioned. There are bigger mistakes to ponder, but they are all just that, mistakes in that nobody either thought to check past scripts or nobody bothered. They tried to keep things consistent, but after so many episodes it obviously became too hard to track all the details.
On a final note on the air conditioning dilemma; remember, the manor was built long before there was central air. So, to have air conditioning, one would have had to had the walls ripped out to install it, or do what many people do with older homes. Which is to say install individual units in key rooms (i.e. all but bathrooms and other small rooms).

Tv Shows have flaws like this all the time, this is just one of Charmed's. Grams' husbands are another one as you frequently hear all different kinds of information regarding them in various episodes.

Actually, the thermostadt shown in Sight Unseen could imply central air conditioning or it could mean only air conditioning in that portion of the house. Spiritkas is correct to point out that retrofitting the manor would have brought about major interior work. Yet, one usually does not have a thermostadt for just one room. Rather, one would expect to see air conditioning units in windows for example.
The whole issue is rather moot anyway. In San Francisco, older houses seldom have central air-conditioning. Why would they? It never really gets that hot in the city. Now, for the Bay Area, the issue is more complex. In the Livermore Valley, one absolutely needs central air to survive blistering hot summers. As for the peninsula, I'm not sure central air is of much use.
Central heating is another matter. What Cole could have turned off was the heat and opened the windows to let the cold City air in. Whether that would be sufficient to drop the temperature so much is open to question. I'll have to review both episodes in order to determine whether the phrase A/C was used in one or both contexts.
Again, as Spiritkas pointed out, this is a minor complaint when compared to major continuity questions such as Paige's off-the-wall remark in Desperate Housewitches regarding how they vanquished the Source before. Goodness me. Didn't any of the writers at the staff meeting pick up on that one?

They have a Kettle style furnace in the Basement that provides Central Heat not Air conditioning Cole turned down the Thermostat for the Heater and open the Windows to chill the room

It was sarcasm as they didn't have the spell or potions handy not to mention Cole possessed by the Bahlir to take away his powers to make him weak enough so that the girls still "feeble attempt" actually worked with "2 powers down".

In Sight Unseen, there are three references to the A/C, as well as a shot of a thermostadt. Piper makes a sort of mocking reference to the fact that maybe someone turned on the A/C, a statement that is hard to accept, given the fact that Cole shudders/shivers when he opens the window in the attic and lets the cool, San Francisco air in. Later, though, Prue expresses her gratitude that someone turned on the A/C so that she could catch a glimpse of Troxa in the mirror as he was about to attack in the attic. (This is the second attack when Troxa gets trapped in the crystal cage, reveals that the Triad have sent another (Belthazor) and is vanquished by the Triad for having spilt the beans.) Finally, in the kitchen, Phoebe mentions the AC just before leaving with Piper for P3 as the denouement begins.
