I bought season five last week (Yay finally) and so I watched this episode for the first time in a long long time and I happened to catch something.
Ok So Leo helps Phoebe to understand that she needed to put her Charmed One duties first to release herself of work stress and we see that her powers work again when she takes hold of the evil eye pendant. We are led to believe that in this premonition occurs her powers have advanced because she was actually in her premonition as she viewed it.
So my question is why is this advance in her powers never shown again after that one time?

They are shown again (although not always directly on-screen).
In "A Witch in Time," Phoebe receives two "astral premonitions" where she watched Miles die.
In "Oh My Goddess - Part 1," it is implied that Phoebe has an "astral flashback" when she touches the scorch marks left behind by the Titans.
In "Used Karma," Phoebe has an astral flashback when Mata Hari enters her body.
In "The Legend of Sleepy Halliwell," Phoebe experiences an astral premonition when Enola takes her on her vision quest.
And in "Hulkus Pocus," Phoebe has an astral premonition where she talks to her future self.

"Hulkus Pocus" is the ninth episode of Season 8...it's where Billie gets infected by the demonic virus, and the Charmed Ones inject themselves so they can magically fight it by "hulking out."
