Ulead makes programs like Gif Animator, and I've never used anything else from them. Adobe makes Photoshop. And yes i do use photoshop.

I use the GIMP 2.2. To get it, just google GIMP. Does anyone else use it? It's a really good program; easy to use and very effective. I'm working on a banner right now. As soon as it's done, I'll post it here.

If you are unsure of what you are doing with tools and things there are some good tutorial sites out there to help you along the way.

I use www.star-girl.org Jenni is the webmistress and her tutorials are easy to understand, she has tutorials for both Photoshop which is under the section Adobe and Paint Shop Pro which is under the section Jasca.
