I also thought the family feud was unclear. We know that is started along time ago, but wouldn't that spark the attention of other witches too, like maybe even the Warren line? Also, how long ago did this feud start?

Why would it spark the attention of other witches? Not necessarily. The Warren/Halliwell line is native to San Francisco...but they are not the only witch family in the world. Yes, it stands to reason, that the Halliwells would know about them. But the M/C had been in a feud for so long they were probably oblivious to any other magical families. But in Season 8, as the CO fame travels worldwide, Paige is courted by the irritating English witch who I tune out because I already know she ends up with Henry.

It may have, but it seemed pointless and they stopped interfering. It took the death of almost the entire families of both sides along with Olivia's ghost to stop it.
