I hate to say it... but we've kind of always seen signs that Phoebe never really wanted to live at the house. She's either lived there because she had no place of her own ("Pre-Witched" and "Something Wicca This Way Comes") or that she'd just been living there because she needed to be (as she says in "Power Outage").
This is pretty hypocritical of her because of the big huff she made about Paige not wanting to move in.

...or Piper wanting to move out when she married Leo.

The reason I didn't mention the Piper/Leo one was because it was both Prue and Phoebe who were kind of shocked. However, they both didn't put up too much of a fight.

Yeah, because they understood that Piper needs space for her and Leo and that Leo can orb her back to the manor whenever they want. And in the end, they did give Piper and Leo the big bedroom so that they have some space. While Paige moved out, she was married and that she can orb back whenever she need to. Phoebe was different. She was single and Piper really needed help with two babies. Taking care of two babies by itself is hard but taking care of two babies with one of them having super powers is very hard. Phoebe should have been more understanding about that.

I like the free spirit of Phoebe, she has changed and grown so much over the years. She really has been through it all with her sisters and Cole and kept going somehow. She is still Phoebe but she has become more responsible and she does care very much about her family. She is funny and sweet and deserves to find love! That is so true, every word of it.

Well, wait a minute. Phoebe was not opposed to Paige's moving in. Rather, she was shocked that Piper suggested it in A Knight to Remember. As Phoebe saw in Paige someone who was a reflection of herself and not Piper or Prue, why would Phoebe be opposed? Piper, on the other hand, had not yet warmed to Paige and only wished her to move in for the convenience of vanquishes, e.g., the Shocker demon. And, after Paige had moved in, it was Piper who still had issues with Paige's stuff. She even blew up a chair in Lost and Bound.
Phoebe only had issues with Paige after the Source had infected Cole, lured Phoebe into a dark wedding, forbade Paige to orb in unannounced and - with the aid of the Seer - turned Phoebe into a demonic motherlode. It is true, however, that Phoebe did not appreciate Paige's sarcasm with respect to Cole (in Charmed and Dangerous, when Paige sardonically notes that it's too bad Cole was no longer a demon...) But, that was hardly reason enough to keep Paige from moving in.

Brain drain. Piper warmed up to Paige by this episode too. We get some of the cutest Piper-Paige scenes in the episode right after, Black as Cole.

Ok, answer to this. Yes she has grown. But in the wrong ways. Should she of been allowed to grow. No i don't think so. In the beginning you had Prue- the older, wiser, sensible sister. Piper- The middle child, some what obsessive, mild mannered sister and then you have Phoebe- Free, young, untamed, care-free, irresponsible, fun-loving.... they completely changed her. They were all the reasons i loved her. I dont know why they felt the need to change those traits in her. Ok, the whole Cole thing had an impact, but the whole point of Phoebe was that she was so.......alive! Even through her whirl wind romance with Cole Turner, they still could of made her that bubbly young women we met in Season 1.
I know people would have a problem with a 30 yr old like that, and ok some of her original traits could of been tonned down, but very very slowly they SUCKED the life outta Phoebe! And instead of the care free spirit we so much loved, stood a shell of a women. Kern should of kept Phoebe alive with passion and everything she had when Prue was alive.

Phoebe used to be my favorite character . . . until she failed to grow out of her position as the show's mentally challenged child.

Pheobe didn't even use her powers that much in the show and I don't think she was that powerful IMO and that could be a result of her immaturity.

No thats nothing to do with immaturity. The reason she isn't as powerful as Piper, Prue and even Paige in fact, in because Phoebe has the passive powers. IMO Passive powers are over-looked as weak, but how many times has Phoebes premonitions helped save an innocent. Phoebes powers are ruled off as the weakest. Piper, prue and Paige all have offensive powers. Even Paige as the youngest sister, is more powerful in theory as Phoebe, because Paige is a 'twice blesseded child' and has the strength of Witch and whitelighter. Piper can blow things up and freeze things, and Prue had TK and could Astral Project. And even though Astral Projection can be classed as a passive power we all saw Prue vanquish a demon in Primrose Empath.
Phoebe is not weak. She is simply over-looked because her powers aren't aggressive.

Why are passive powers not regarded as powerful? Why do you assume that to be powerful, one has to have an aggressive ability?
Phoebe's premonitions made her a very powerful witch. Just as powerful as her sisters. Only, she had never really appreciated this ability or the idea that information is power. Why? Because for all of her cleverness, she could be rather stupid.
Yes, I know that the Source did not even bother to take her premonition ability. Which goes to show how stupid he really was. He didn't want Phoebe's premonitions, yet he relied upon both the Oracle and the Seer for guidance? WTH? At least that warlock who had outed Melinda Warren as a witch to her community had the good sense to appreciate Phoebe's ability.

I'm not saying that Passive powers are less powerful, so don't think that is what i am saying. But against her sisters' powers of course they are going to be over-looked. Piper gets in there before anyone else has a chance.

This may sound really offensive but the argument about what makes a witch really powerful made me chuckle. We all know the witches are powerful, and they are all as powerful as each other, just for different reasons. Yes when it comes to blasting demons piper is better than phoebe, however dont forget those episodes where phoebe was able to channel the demons power and therefore defeat them. Phoebe always seemed immature at times but I think thats because she was the one with the open mind, after all, it was phoebe who, because of her other ways of thinking, was able to save her sisters when they got trapped in the picture!
Anyway, what made me chuckle was that you both sound so serious. Charmed was created to entertain and to let us escape to another world. You both have different opinions on the characters and thats fine. Different people will see things differently. Sure express your opinions but dont try and argue about it. Neither of you are wrong. You're both right, just have different views.

I love phoebe to bits. I think her passion for magic is fantastic. Especially as she got out of the demon relationship!!

The only passion for magic I have ever seen Phoebe express happened during the years when Prue was alive. I certainly don't recall any "passion for magic" following Cole's death. More like a passion for her own personal stud.
