Here are my own opinions:
Cole - The true love of Phoebe's life. I think a lot of their relationship in the beginning (Series 3) was based on lust and danger however, it excited Phoebe that she could have somebody to relate to almost on a magical level as well, something she lacked in her early relationships. Series 4 was great Phoebe/Cole and although it seems to get a lot of stick on here (like a lot of other storylines I loved) the Cole/Phoebe/Unborn Baby Source storyline was one of my favourite of the series, and in my opinion, very clever. Although, if I would have had it my way, they would have vanquished the original Source at the end of Season 4 and began the Cole being the Source storyline as the beginning of Season 5, vanquishing him finally in Centennial Charmed (but with the spectacular Long Live The Queen vanquish). Season 5 ruined Cole's character and what he and Phoebe had left of their relationship.
Coop - A cop-out in my opinion. I think after they realised Season 8 was going to be the final one, they tried to cram too much in and Coop's introduction a mere six/seven episodes before the Season end was a bad move. If he would have been introduced in the earlier episodes I think the audience could have grown to like him more, but personally, the whole relationship seemed force. Unlike Paige and Henry, who were a gem to come out of Season 8.
All-in-all apart from Phoebe and Cole (Season 3-4) my other favourite relationship of Phoebe's was Jason. Now in my opinion, them two had a lot of chemistry and fit well together, but I did like the story progression, I also liked how they showed one of the sister's long-term relationships ending because there partner couldn't handle them being a witch.
Anyway, just my two cents.
