First off, the title of this thread is misleading. I had an idea to rank/discuss the different beings in Charmed who had psychic abilities - good, evil, and neutral. It can be argued that many beings could fit into this list, so please use whomever you think fits into it (premonitions, seers, Oracles, etc).
1. The Seer
The Seer was the baddest witch of all (demon). Smart, calculated, immortal - served many powerful demonic leaders and had great influence. She had a slew of powers, including glistening and some sort of offensive fire power in season five (Centennial Charmed).
2. The Crone
To be honest, it was really difficult to choose between these two for the top spot. The Seer came out on top because I feel she had greater mastery over her seeing abilities. The Crone and The Seer could both call for premonitions - something we rarely saw in the series, at least in good witches. She also had a whole arsenal of demonic powers.
3. Ramus
Perhaps the most powerful Elder, Ramus was capable of premonitions - a power only few Elders had. You know what? I really liked Ramus. This, and his other Elder powers put him at number three.
4. Kyra the Seer
Like the Crone and the Seer, Kyra could call for premonitions and seemed to have great mastery over it. Honestly, the only reason she is lower than the ones above her on this list is that her other powers paled in comparison. However, she could predict attacks, something we really only saw her and Phoebe do.
5. Melinda Warren
We didn't really get to see Melinda's full power as a witch in the show. BUT, we do know she originated the Warren lines powers, and is the only Warren witch who had all three. Her premonition power combined with her telekinesis and freezing made her a force to be reckoned with.
6. Phoebe Halliwell (S6)
Although Phoebe was abusing her premonition power, she really did gain a lot of control over her premonitions - not quite being able to "call" for one like the Crone and the Seer, but she could "force" them (again, usually for the wrong reasons). Her empathy caused her to have heightened sensing abilities, and we saw her use her empathy to channel demons powers against them. Plus, she could levitate. These three things really made Phoebe powerful.
7. Zakal/Wizards
Zakal was a powerful wizard who foresaw the "Ultimate Battle". We didn't see many wizards use this power in the series, but in season eight Piper was searching for several wizards who could see. We didn't see Zakal use the powers the Wizard from season four used, and we didn't see the Wizard from season four use Zakal's powers. However, if the wizard from season four also had premonitions, he wold be much higher on the list.
8. Stan Provazolli
We only saw Stan once - he was a psychic who was scared of his gift. We didn't get to see much of him, but he was definitely full of potential and could have been very strong if he developed his powers.
9. The Oracle
The Sources' Oracle in season four honestly didn't do a good job for him. Her predictions were often wrong and she missed things - almost as if she was finding things out too late to matter. Although she was very loyal, throwing herself in front of Cole's energy ball and sacrificing herself.
10. Bo Lightfeather & Soaring Crow
Much like Stan, Bo was only in one episode. His premonitions proved to be accurate, but sadly he lived in another time. It would have been cool to know what his powers would have been like if he had lived. We didn't see Bo's father, but it did say they had the same gift so I decided to rank them together.
