The main writer was Brad Kern who was showrunner until the end and after Constance M. Burge left. He always had control, in some capacity, even in S1-S2. He was equally exec producer as much as she was (maybe even more) since S1E1 "Something Wicca This Way Goes".

I believe he was only hired cause apparently Spelling said (I read it somewhere dont remember the full quote) that Connie didn't have much exec producer experience so needed help. He worked with Connie as exec producer but maybe had more power than her from the start.
