I don't think Piper would have a picture of Prue and Andy on her wall next to the pictures of her children, her wedding and her grandkids. A picture of her, Phoebe and Prue, yes. Andy? I don't think so.

I always felt like Andy was a brother to the girls. (They all grew up together.) And Piper knew how special Andy was to Prue. So I feel that if it were a special picture of the two of them, it should've been there.

Paige's sons probably had a combination of whitelighter and witch powers, but each boy's powers were individually weaker than their mother's powers were (but still pretty powerful).
Phoebe's children were probably half-witches, half-Cupids (meaning, in addition to manifesting individual witch powers, they also inherited some of the same abilities as their father, including the ability to teleport in and out via pink puffs of smoke).
Actually, LOL - - poor Phoebe, as a harried mommy having to chase after THREE kids who can all (possibly) teleport away at any time.

Actually, Melinda would be the product of two mortals. Piper may have magical abilities, but she is still a mortal . . . as are her sisters.

Nitpicking. She ain't a powerless mortal and that was the point. She is a witch and as such, her kids inherit witch blood.

Actually technically both Piper & Phoebe are also only half-witches aren't they? So that would still leave open the possibility that any off-spring they have might not have witch powers at all and may just be a carrier for future generations... (Billie's parents are an example of this, and didn't grams have a powerless brother?)
And as I mentioned before in one of the fan-fiction threads, there is a possibility that Leo's whitelighter powers were merely bound by the Elders and not stipped, in which case they would still be in him that there is a chance he could pass them on... (As evidenced by Phoebe's bound powers being usable by others in Ordinary Witches)
So Piper's Melinda could still be:
A 1/2 Witch A 1/2 Witch 1/2 Whitelighter A 1/2 Whitelighter A Mortal (powerless)

How so? Did the guy levitate or use empathy? By that point Phoebe already had her premonition power remember?
I'd rather forget about Billie's entire situation. Patty was a witch and Victor was a mortal. They had three daughters and they all ended up magical. Max was the son of a witch and a mortal, he was magical. It seems like the general rule was that anyone with witch blood would pass along some witchy powers to their offspring even if conceived with a mortal. Billie is an entire mess that I'd rather forget.

Leo's powers weren't just bound, he was made mortal. As evidenced by seeing him age in "Forever Charmed". Whitelighters don't grow old.
I think it's very unlikely any female child of Piper's would be mortal. The Halliwell magic is matriarchal and has been passed on from mother to daughter for 300 years. Patty was also half witch. Along with all four of her daughters. All inherited witch powers. I do think it's open to speculation whether Chris and Wyatt and Henry Jr. would pass on witch powers to their sons. They almost certainly would to their daughters. But the show never went went into magical genetics. It might follow different rules than normal mortal genetics. Magic, by defination, can't necessarily be explained scientifically. I think half witch makes someone a witch, at least in the Halliwell family.
No argument there. It's best to forget she ever existed.

Melinda would be half witch. She wouldn't be as powerful as her brothers, but considering her mother is a Charmed One she'd still be pretty d*** powerful.

She should be a full on witch just like her mother. Piper was born from a witch and mortal just like Melinda would, Piper's a witch, Leo is a mortal. It doesn't make Piper half witch, she's a witch, plain and simple and I think the same should apply to their daughter.

I don't see why they wouldn't. If boys were innately less likely to receive powers from magical parents than girls, then how would you explain Wyatt, Chris, Max, Simon, Emma's fiancee, or any of the boys from Magic School?

I wonder how someone born from a witch and a non-magical mortal could be considered as a full witch?
Unless . . . one is NOT born as a witch, but merely becomes one, perhaps?
One last thing . . . what exactly are witch powers? Why not simply call it magic or psychic abilities?

Because the witch blood in that person would be the only magical essence they inherit...versus a "half-breed" like Paige, Wyatt, Chris, Piper's sons, or Phoebe's daughters. Their mortal genes don't allow them to exhibit any magical properties, simply due to the fact that being a mortal is inherently unmagical (this doesn't count mortal who are infused with magic by artificial means).
This could be argued, in the case of Aviva, for example...
I think being a witch implies some significant degree of magic in their genes. There could be mortals who "become" magical (such as Kyle from "That Ole Black Magic") later in their lives, but they are not necessarily witches if their ancestors weren't (this would explain why Piper was able to freeze several Magic School students in "The Legend of Sleepy Halliwell").
Or, if a witch's powers are stripped, they are (temporarily or permanently) expunged of a certain level of magic from their souls, even if they still can practice some magical activities. For example, Marcy Steadwell in "Ms. Hellfire" was a witch practicioner, but she didn't appear to be born magical.

No one suggested boys were innately less likely to receive powers. It's just simple genetics if that's how magical inheritance works (and it may not). The Halliwell family magic is matriarchal and has been passed on from women to their children for 300 years. Therefore if it's strictly genetical, that would mean it's linked to the x chromosome which Wyatt and Chris (and Henry Jr. )would not pass onto any sons, although they could pass on their whitelighter abilities inherited from Leo. Henry Jr.'s sons could possibly end up mortal. But it's just speculation as to whether magic genes work that way anyway. Maybe being a witch overrides all else and it's a trait that always is passed onto offspring (let's all ignore Billie and her nonmagical parents, ok?)

I believe this is the case, as well. I think magic, in general, has evolved over time, and Wyatt was the perfect example of that (although in Wyatt’s case, he proved to be a giant leap forward in “magical evolution” for Halliwell boys). There’s no reason to believe that any sons Wyatt has in the future won’t also be part-witch (and of course, part-whitelighter) just like their father.
As for Billie’s parents, who were “carriers” . . . well, it could be explained this way: let’s say that Billie’s and Christy’s magic came from their mother’s side (we’ll assume, for this hypothetical theory, that their father’s side was completely mortal). Maybe Mrs. Jenkins was one of four children, with her mother (Billie/Christy’s grandmother) and father (Billie/Christy’s grandfather) each being the product of one witch parent and one mortal parent. So let’s say her three other siblings each inherited varying degrees of their parents’ magic. Mrs. Jenkins may have been the “odd sibling out” and only inherited the “recessive” mortal genes from her parents/grandparents (meaning that Mrs. Jenkins carried magic in her blood, but the manifestation of any powers in her were completely suppressed). It’s basic biology/genetics, but with a magical twist.
I plan to write some fanfiction down the road, one of which will center on Phoebe’s three half-witch half-Cupid daughters (Patsy, Perri, and Pauley, as I’ve named them). Basically to fill in some of the blanks on their family history, and to creatively illustrate what will happen to the Charmed Ones and their offspring in the future.
And yes, I believe that all nine of the Charmed Ones’ children (Wyatt/Chris/Melinda, Phoebe’s daughters, Henry Jr. and Paige’s twins) will ALL be fully magical, as will THEIR offspring.
