mabye its a kind of mental power . her mind powers grew so from preminitions they become a levitation where she can levitated her body and spirit

My take:
Remember in "Be Careful What You Witch For," Phoebe wished for an active power and the Genie gave her the Dragon Warlock's ability to fly? Honestly, that is the only way I'm thinking. Of course, I don't really understand the mechanics of how levitation works, so I can't really answer.
Prue's are mind based and Piper's are molecular. Phoebe's powers are messed up..like her. Hmmmm.

well in the episode with the gypsies phoebe was able to astral project herself into the future and since she is able to see events that happened in the future and past i'm assuming that she would eventually be able to see events that are happening the present as well. Eventually or if she lived long enough she'd probably learn to astral project into all three at will.
so if she can astral project and you worked backwards from Prue then Phoebe should eventually be able to learn telekinesis and since Billie was able to use her telekinesis to improve her acrobatic abilities, I'm assuming she is unkowningly using telekinesis to levitate.
Then again maybe the writers realized they messed up and that could be the reason they had the tribunal take the power away.

I think that Prue should have been able to levitate. Levitation is an outshoot of telekinesis, anyway.

if prue would have been around longer she could have developed that ability but it takes time for the sisters to develop and learn to control their powers. i mean phoebe wasn't able to astral project into the future or levitate right from the first episode

Phoebe's powers all seem to have the emission of electrical impulses as a common link:
Premonitions/flashbacks
Levitation
Empathy
Astral premonitions/flashbacks
And potentially electrokinesis and "premonition blitzing" in the future.

that's something i haven't thought of. she could use the electricity to somehow demagnitize herself from the earth and maybe her empathy ability came from somehow being able to sense electrical impulses in the brain

Pretty much what I thought too. The electricity is the common elemental link between all of Phoebe's powers. Like when she receives premonitions, they come to her through electrical impulses.

when i first started watching the series i just thought her powers were clairovoyant in nature and that her levitation ability evolved from her martial art skills and how she found ways to incorporate her other powers into her fighting.

phoebe could gain telekinesis. if i had it my way i'd make all the powers magically linked somehow. it would just take more training than one can fit into their lifetime to unlock all them. like they are giving a piece(s) to the puzzle and they have to figure out the rest of it.

There really is no "that is how she does it" to Phoebe's levitations.
Studying IMDB who usually has all the answers to this and that, say her power "just happened".
I believe it was just a rogue idea by Brad Kern (Charmed's producer) that Phoebe should have a more cool power than just her premonitions, because Phoebe always envied her sisters for having active powers.
I honestly don't see the link between the power of premonition and the power of levitation.
But perhaps Assassin Witch's explanation is well fitting, that it is something she picked up from that demon who could fly, when she had his power of flying for a while.

well i really think she wont earn telekinesis.i mean you can just get their powers like puzzle and its not all of them to have same powers. it doesent make sense to me.

Bad writing sadly happens once a while, even with other TV shows. i meant that as a joke because of all the insults brad kern has been recieving on this site and a few other things and i see i'm not the first person to propose that theory. honestly i figured phoebe's levitation ability would eventually evolve into flight. i can just imagine how much that would cost the studio. |

I heard a rumor that they gave Phoebe levitation because Alyssa wanted to fly...I wouldn't be surprised.
