Levitation is a Physic Ability/Power. Her Powers are connected. All of her powers are Physic Powers. All of her powers work with the Mind and are Mental Abilities.

The powers of ALL OF THE SISTERS are psi powers or abilities. They are all mental abilities. Physical levitation, however, is considered to be a part of telekinesis. Even Prue managed to use her telekinesis to levitate, when she was battling Vinceres in Season 3.

I think the only reason that Phoebe got the ability to levitate was because the writers wanted to finally give Phoebe an active power, but didn't want it to be "too powerful," and rashly gave her levitation.
Realistically, Prue should've developed levitation, since that is a natural extension of her telekinesis.
Phoebe should've skipped the whole levitation thing and just developed empathy (not the crappy empathy she did get, but the true kind, like Prue had in "Primrose Empath,") since that makes sense with her having the "psychic" based powers (where Prue's were movement based and Piper's molecularly based). And it makes sense with the "timing, feeling, and phases of the moon" prophecy, as well as various moments during Phoebe's premonitions where she said she felt the pain of the person in the premonition.

In regards to the "timing, feeling, and phases of the moon" part of the Charmed Ones prophecy I thought timing referred to [the misconception of] Piper's ability to slow down particles, feeling referred to Prue using telekinesis as an "extension" of her hands, and phases of the moon referred to Phoebe's premonitions since the moon is often associated with prophecy and visions.

Hmm, I've always associated the lunar cycle with the movement aspect of Prue's powers. Not to mention, the moon is also heavily associated with the conscious and unconscious (sp?) state of being, which also ties in with Prue's later power of astral projection. ETA: And going by your idea of "feeling" having to do with physical touch...well, most of the time Phoebe's premonitions are activated through touching the object that activates them.

maybe we should just start a game. someone picks a power, then someone else picks a way to advance that power,then another person thinks of a way to advance that advanced power, and it would just keep going on. maybe that can help explain things

It repeatedly was said in Charmed that the ability to create fireballs is a demonic power. Not exactly something i can picture Phoebe having as a power in the future, since she is a witch.

I agree with the fact that levitation should of been Prue's third power while should received empathy (like what we saw in S3, not the S6 crap) and then finally something like telepathy.
Prue would of been:
Basic Telekinesis (Channeling Through Her Eyes) Standard Telekinesis (Channeling Through Her Hands) Astral Projection (Unconscience bodily state) Levitation (Simply Up and Down) Astral Projection (Temporary Conscience Body) Levitation (Ability to Move across the air/not flying) Advanced Telekinesis (Stronger, more power/force) Astral Projection (Ability to use powers in Astral form) Advanced Levitation (Ability to almost fly)

Ask Brad Kern, he is the master on that subject and how powers are described in Charmed and there fireballs was set to be a demonic one, so its kinda rule that it is not a witch power.
