I don't know that may be just a rumour I heard from somebody. I know some of the cast members did try to convince her to do an episode but she declined at the time because she loved the other work she was doing and because she felt like she was done playing Prue. Kern's reason for not bringing her back for the finale was b/c if she did, it would've meant that one of the past characters like Wes Ramsay,Drew Fuller, or Fiona Hughes couldn't reprise their roles due to cost and if she did come back the episode would've been all about Prue at the time. Julian was their for two in a half years on the set of Charmed. Holly Marie Combs stated that Julian was already busy at the time the finale was coming up. He stated in an interview that if Charmed ever made to its 200th episode that he would love to come back but that never happened. She's the original sister. One of the core characters of the series and they have reservations because they're concerned about her assuming too much narrative control? It's better than wasting time and resources bringing back the two pointless characters whom Drew and Wes played just so they could get a final cameo in the show despite their story having already been written off as finished when Leo murdered Gideon. In fact, they could even have Paige or Phoebe killed in exchange for Prue because it's obvious Alyssa and Rose didn't care about the story or the characters by that point, they just wanted out. To them, it may even come as a relief since it lessens their odds of having to return in a few years. It wasn't a rumor, Shannen stated this at charmed conventions she has attended with Holly and other actors for the past few years, that she was approached, but declined because she didn't agree with what they had planned for Prue, feeling it wasn't true to her character. I like the idea of Piper going in time to get past Prue and Phoebe to recreate the power of three, than Patty and Grams. Makes sense, and it is a far better idea to showcase the original sisters one last time. But alas Alyssa would be needed here, and she didn't want to be in it much or had other personal reasons not too. But again season 8 was a mess as it was. If they had a way bigger budget for a final season and WB didn't push all these rules. We could of had Shannen back for at least 7 episodes. So Brad saying the final being all about Prue wouldn't be an issue if she returned earlier. But again he wouldn't of written a good story. Although the idea of Prue being a whitelighter and she has been one for years ever since charmed again would of also tied into why they never saw her.

Charmed had two major strikes against it, it seems.
1. It was on the WB.
2. It had a yes man as a show runner. Kern obeyed every order the WB gave him, he didn't fight them, like Joss Whedon did.

That's the trouble with certain TV shows, musician's and novelists they have to do what their bosses tell them to do so they don't have much creative control there unless they own a television company, music label or publishing house or self publish their novels on Amazon for e.g.

Yeah, Joss Whedon owned Buffy, so that gave him much more creative freedom. And he hated it when the WB tried to muscle in on him.

Dex was just a substitute for Coop who stepped in later. It was useless to introduce him in the first place!! The start of S8 could have started better if they had introduced Henry and Coop earlier. But that's me.

I stopped caring about Phoebe's love interests after Jason (from S5). Jason was the last guy I cared about, for Phoebe. I didn't care for Leslie nor Drake (in S7) and certainly didn't care about Dex nor Coop (in S8). I felt zero connection/chemistry between Phoebe and Dex. I saw a little bit with Coop, and I'm being generous with that statement. Personally, I think she had more chemistry with Leslie (back in S7) than she did with Coop, but I digress.
