The problem was that Coop was so last minute, there wasn't time to properly develop his character. Blame Brad Kern and his 1950's thinking (that a woman can't be happy unless she marries and becomes a breeding machine).

I'm really not a fan of Phoebe and Coops relationship either he is like some say kinda boring and sorta useless sometimes. Pat tries to make him useful this season in helping Prue out with Benjamin's soul in all but it nearly got both him and Henry killed in wasteland trying to get the other part of Benjamin's soul. I don't think she's gonna be with him forever since Wyatt didn't seem to recognize him until Piper gives the ring back to him and Wyatt just out of blue say's uncle Coop We never saw if they are still together beyond the flash forward of 8. By the way looks like that flash forward could be in danger of not happening right now this season. I think in an upcoming issue this fall I think it's issue 12 or 13 will be a one shot on Coop.

I didn't like Coop, henceforth to be referred to as Mr. Cardboard. He was a hastily thrown together Cole substitute, nothing more. I mean the Elders felt bad for Phoebe. So they gave her Mr. Cardboard!? Does that make sense to anyone. As I said, would it have killed them to end the show with at least one sister still single? And don't forget that Mr. Cardboard was effectively stalking Phoebe. Season One Phoebe would probably have filed a Restraining Order against him, but that Phoebe was gone. This was later seasons Phoebe, and, as Barney Stinson of How I Met Your Mother put it in his song: A-bang, a-bang, a-bangity-bang, a-bang, bang, bang, bang.... Tim pretty much nailed it. Coop (aka. Poop, courtesy of Obscurus Lupa) was nothing more than, yet, another disposable Hunk of the Week hastily thrown together so Phoebe wouldn't *gasp* end the show single and childless. He served zero purpose and added nothing to the show.

I can't tell if Phoebe's in love with the idea of being in love or if it is the personification of love?

I don't know how many people have read Let Gorgons be Gorgons but they go into more detail about Cupids. What's interesting is that Coop said it's not really forbidden at all for Cupids to find love or fall in love with somebody or have a marriage that was blessed by the heavens. They just can't use their rings powers to force somebody to fall in love with them if their charge loves someone else.

It'ld be more logical that Coop has enchanted Phoebe using his ring rather than Phoebe fell in love with him

Which is why it might be more logical, but definitely not true. Although just like Dex, I don't think S8 Phoebe fell in love with S8 Coop (the way S9 Phoebe was madly in love with her husband, and unlike S10 Phoebe who was still more in love with Cole...) but more with the possibility that he could be the sperm donor who would give her Ladybug. That's all S8 Phoebe was interested in.

That's all S8 Phoebe was interested in. Well Season 9 was like what two years after after the battle with Billie & Christy so that would be enough time for their love to grow a bit. Love sometimes is gradual. It is possible for someone to love both their spouse and somebody else. Needless to say, in a monogamous marriage, this can cause pain and conflict.
