Pheobe is my absolute favorite! I love Pheobe and Pipers relationship. I love Paige too, she is so cute and funny! I don't know who my second would be though. I love Prue aswell.

Its hard because some seasons I hate some sisters. But I'd go Prue for the first three and Paige for the last five. Since Piper and Phoebe there's so many seasons I hate them.

Paige and Prue. Without a doubt. The BEST characters on the show. By the end Phoebe and Piper were absolutely insuffereable. Constant whining and day dreaming about babies and normal lives and the complete change in personalities with them no longer caring about innocents was mind boggling.

Season 1- Piper, Phoebe.
Season 2- Phoebe, Piper
Season 3- Prue, Piper
Season 4- Paige, Piper
Season 5- Piper, Paige
Just to note: in seasons 1 and 2, all three sisters are very close to being my favourite. With seasons 3-5, the gaps between first, second and third place become quite a bit wider. So although Prue isn't my choice for season 1 or 2, she's still higher than my choices for s3-5.
From that point, it's less about favourties and more about who's the most bearable for me...
Season 6- Paige
Season 7- Paige
Season 8- Paige

I absolutely adored Prue and Phoebe.
Their on screen performance as sisters was amazing. Season One when Prue and Phoebe are having arguments is the most realest thing that ever happened, which doesn't involve their magical abilities, between season one all the way through to season three, along with Prue wanting to 'meddle in' her younger sister life, because she wanted the best for her sister and wanted her to be smart at everything that came her way, showed us how sisters really are towards each other. Prue reminds me of myself, being the eldest I have the responsibility of being a good role model towards my sister and brother, my sister reminds me of Phoebe, because she is a troublemaker and is always attracting bad influences, we have fights, make up sessions and repeat.
Prue's and Phoebe's relationship as sisters just reminds me of my sister and I and that's why I loved these characters, because I can connect with them on a personal level. Even though throughout the seasons that Prue was dead, Phoebe began to mature and realize what her sister has been saying all along, Prue would of been impressed with her sister's massive turn around.

My favorites are Piper and Phoebe
Above all the Piper after Prue death, she was ironic, strong, sometimes daring but always sweet
It was as having Prue as big sister had repressed her true personality
Phoebe always, I love all her path, even when she turned depressed walking away from magic and I loved her so much in season 8, a caring friend and a bungler aunt

Prue and Paige for me. Mainly because they were the most consistently likable (minus Paige's few heinous moments) whereas I hated Piper and Phoebe later seasons but loved them in earlier seasons. Really though its hard since likability varies.
As far as Seasons 1-3 are concerned (it's hard to pick in seasons 1-2 because all of them are likable)
Season 1= Prue and Piper
Season 2= Prue and Phoebe
Season 3= Prue and Piper
Season 4= Paige and Piper (Season 4A for Piper only though)
Season 5-8= Paige and nobody else. Piper and Phoebe had become insufferable by then.

This is a very unpopular opinion by I'm big Piper fan. Piper and Paige for me. Yes even though Piper becomes insufferable later seasons I can't help but like something about her. Perhaps her neurotic mannerisms.. The only time I detested her was Season 8. Just wow I can't believe how much more awful she was in this season and manage to surpass PhoeME.

On top of that Paige and Prue had the most interesting backgrounds and development within the show. With Paige being the outsider, her past with alcoholism and her developing more Whitelighter powers and Prue with her steady character development in the 3 seasons she was in.
Meanwhile Phoebe was either about dates, advice column or finding ways to talk about herself and Piper only cared about Wyatt and sacrificed everything for a normal life, but wasn't even happy when she got one.
Overall: Prue and Paige
Piper (Seasons 1-4 minus Fifth Halliwheel)
Phoebe (Seasons 1-2)

Both actually. I found her leaving Paige at P3 at the end to be a really low move by Piper. To me it was a scene that showcased words without Piper saying anything. What really urks me is that it indicates Piper did know deep down Paige was right or on some level knew Paige was going somewhere with Cole being connected to evil, but actively chose to leave to keep her own peace of mind, which is why in Saving Private Leo and Bite Me old suspicions start to rise back up.. It also actively kills the sincerity of scenes like the ending of Hell Hath No Fury where she goes "I'm her sister" or the ending of "Size Matters" where Piper goes "looks like P3's back" it feels disconnected from everything that happened in the first half.
It also shows biased on Piper's end. In Season 3 Piper could be just as picky or suspicious of Cole like Prue, especially in The Demon Who Came In From The Cold, but is willing to dismiss Paige's warnings simply for her own peace of mind.
I guess the writers caught wind of this because in the next episode Saving Private Leo she's more supportive and even reminded me of Season 1 Piper when she smiled during Leo's reunion at the end. I also loved how for once someone other than Prue was willing to call Phoebe out when she was being selfish or get in over her head, which is why I liked Piper calling out Phoebe for being selfish.
And yeah I didn't like how she just callously hit Paige over the head with a lamp stand and went "this is what Whitelighters are fore" so its okay to abuse your sister simply because Leo can just heal her?

I agree that Piper did a lot in season 4 to actively ignore obvious signs that all was not right with Cole. I think it was a combination of babying Phoebe, the only person left that she grew up with, and wanting to maintain as normal of a life as possible. She really, really should have listened to Paige earlier than she did.
The second set of sisters was unfairly balanced when it came to Paige. Piper and Phoebe hardly ever had conflict over anything, so even as much as Phoebe and Paige got along, with Piper and Phoebe's history, they're going to be closer. Especially considering that Piper didn't warm up to Paige very much, there's always going to be a disconnect there.
It really would have been best balance-wise if Piper died. Phoebe and Paige would still be close, and maybe even more so than we saw originally because Phoebe had a warmer relationship with Piper than with Prue, and she may need a friend more if she lost Piper. Prue and Phoebe were close, but there was almost always a bit of tension present. That would prevent the two of them from siding even subconsciously against Paige. And I don't think Prue's insistence on saving innocents would let her not accept Paige. They may not be close for a while, but I think eventually they would be, especially if they teamed up on the whole Cole thing in late season 4.
