No, they banned whitelighters and witches from having relationships because it would interfer with their Charmed/Whitelighter duties. Which they were 100% correct about. Piper and Leo proved them right beyond a doubt. No sooner did the Elders consent to their marriage, Piper began having a hissy fit over Leo's whitelighter duties to the point where she would have allowed the Titans to destory the world. And Leo neglected his whitelighter and Elder duties because of his family obligations.
This is not an illogical rule. And it has parallels in real life, many companies have rules regarding romances, as does the military, universities, religious orders and medical professionals. It's too bad Piper and Leo were too selfish and immature to respect it or see the sense in it.

nods head in aggreeance but i dont think it came down to immaturity, leo and piper breaking the rules. sure there was selfishness, but i dont think immaturity. when you are in love you are in love, you don't look at things objectively.

Oh, good grief! So because Piper and Leo's marriage had flaws and obstacles due to their magical lives colliding, all other magical creatures should have to suffer because of it? It's no wonder one of the parents of Simon Marks had a secret affair with his/her whitelighter in Britain. Who made the Elders into the Sex/Relationship Police for the magical community? What's the big deal about relationships between magical creatures of different species? If the Elders forbid unions between witches and whitelighters, and obviously also forbid unions between witches and cupids (since Coop was the first cupid allowed to marry a witch), then is it such a huge leap in logic to speculate that the Elders didn't want elves and leprechauns fraternizing? Or nymphs and Valkyries?

i really think the elders picked their battles. they knew that their relationship with the charmed ones was shakey, at best, so they let a lot of rules slide and turned a blind eye as time went on. however when barbas was pointing out all the personal gain and wrongdoings of the witches, especially phoebe, the elders of the tribunal had to look as if they were dealing with the sisters properly, but on the other hand, ensure that the charmed ones would not be too hindered with their demon fighting abilities.
hence why they stripped phoebes powers, the least active.

That's exactly my theory on why Phoebe's powers were stripped (the Tribunal trying to "save face").
I just wouldn't have put it past the Elders to prohibit interspecies fraternization because they view it to be "inappropriate"...and because they feared the conception of magical hybrids whom would be harder for them to control.

That makes the Elders seem rather pathetic. Come to think of it, I've always regarded the Elders as pathetic. I never understood how a bunch of ex-mortals believed they had the right to assume control over all magical beings.

That's because they are pathetic. Look at how easily they let themselves be obliterated by the Titans.
They like being in control of everything. That way, there's less of a chance of anyone questioning their authority/power.

As soon as whitelighters were no longer truly angels, then it makes sense that the Elders were no longer archangels and no longer had any use--if anything, becoming the True Ultimate Evil of Charmed.
