Certain times, she can overdo her tears, but how often she cries, I don't think is too much.
Wanting to help others, the innocents. She accepted, but than Losing her sister, and than later possibly losing her husband all because of magic. Knowing their is demons going after her son, and always having to be on her guard. I would be an emotion wreck. Her sisters didn't go through that exactly. Maybe Phoebe, but not quite like Piper. No matter how important you know something is, most of the time, most people, at the end, always puts their family first before anyone else.
People just get upset with her because she is a Charmed One, protector of the innocent, but she is also human, with feelings on giving up all to protect her own. I can't see one mother on here who would not do anything for her child. To protect them. Even if it means giving up magic. I don't mind Piper crying. Shows she is a human being, who cares for her family.
