Please list, as many as Charmed characters that you felt were the most irritating as you would like (and why, if you choose to do so).
I'm working on my list now, but Billie has to be near the top.

Since this is extending (or seemingly) to all characters, I think I'll go and list a few myself.
Essentially, all the Charmed Ones have been irritating. You'd be lying if you haven't been bugged by Piper's desire for a normal life, Phoebe's search for men, Prue's pride or Paige's impulses.
However, of the three, I really find myself grinding my teeth with Phoebe. She's a bad decision maker and yet she's supposed to give advise. Personally, Paige is the better suited columnist but whatever. Phoebe often lets men get in the way of her Charmed life and she can't let destiny take its course.
Although, I will say that a couple guest stars who really irked me had to be season two's Jenny and "That Old Black Magic"'s Kyle. Jenny was poorly introduced and really felt forced. It was like they were trying to give us another sister we didn't want. She was young and did not fit into Charmed at all. Although, it seemed that the producers just wanted characters in the show. I truly wonder when they introduce men on this show, who they intended to be their love interest. It was clear with both Dan and Leo, Phoebe held attractions for them both but instead they both went to Piper. Again with Cole, a possible Prue relationship was there.
Anyway let's move on to Kyle (of TOBM). He was "The Chosen One" with what seemed like a Buffy knock off. You don't use the term "Chosen One" after Buffy. It's like a rule. Anyway, so this kid is all angsty and wasn't pulled off accurately to what a teenager is like. He was awkward and useless really.

Well I can think of two very irritating characters right now.
Topping my list as the all time most irritating character is...
Billie Jenkins- I don't think I have to say why.
Coming in second is...
Drake- He was just so annoying.
I'll probably be able to think of more.

FF- I hear you loud and clear. It's classic that the giver of the best advice often fails to follow it and his/her life is messier than most others. Given that platform, Phoebe fit that role very well. True, Piper's yearning for a normal life became a too often whine and script tool used by the writers. In her defense, she was the only one who, for a long time, had a husband and then kids. I know Phoebe got married, but talk about the other end of the spectrum (Cole vs. Leo), even though he spent a lot of time trying to reform himself. Paige was just a little too perky for me at times, but overall had some interesting insights. Prue was your A-type personality, and yes, very prideful.
I think (besides Billie), Simon from England was very irritating. At the time, I thought for sure he'd be back as a recurring character in S8, but gratefully he was a one shot deal. His whole orbing ability made no sense as it introduced the concept of not only more children of whitelighters and witches, but made it like seem a normal event.
I don't rate Christy too high on irritating as at least she got to play an evil role and evil roles are almost always more interesting than "good" roles. Villains can ofter steal the show.

Well, that's too easy. I'm not even thinking of one time guests. I immediately went with recurring characters, which annoy even worse.
# 1. Billie Jenkins and all her family tree.
2. Jennie Gordon and Dan Gordon, these two ruined early season 2 for me.
3. Gideon, goodness. It was a good idea but he was such a boring anti hero.
4. Jason Dean, he was just so irritating with his "look at me, I'm rich" routine.
I'm sure I'll come up with other ones.

Dan? Really? I think Dan was something that was kind of needed for Piper. I think I really only got irritated with him once Piper broke up with him and decided to be with Leo. Then he overstepped his boundaries.

At least by that time I could laugh at him for being such a bad looser.
His mere existance irritated the lights out of me as it was an obvious attempt at creating a love triangle, even though the answer to the so called triangle was clear since the first season. It irriated me in the same manner that Piper dating in season 6 annoyed the heck out of me because it was a cheap way to create "conflict" between Piper and Leo.

Believe it or not, although I actually prefer Leo (I'm partial because I knew Piper ended up with him), my cousin (who watched a lot of season two with me) wanted Piper to be with Dan.

I believe it. There are still some bitter Dan fans around. In principle Dan wasn't a bad guy, but the way things evolved and with the history Piper and Leo already had when he came into the picture, it was obvious that he was just the "for now" guy. It was just a waste of time on a lame triangle, although it showed Piper that she was better off with someone who understood and accepted who she was. Normal guys, were not for her as much at it pained her.
On to more irritating characters...
Coop! Dang it if he didn't make my blood pressure go up with all the "what about love"? crap and telling Phoebe that it was fine for her to ignore her sisters and concentrate on finding love. Just the idea of the elders (other irritating characters) rewarding Phoebe by sending her a personal cupid was insulting.

Although I haven't gotten to the Coop part of season eight yet, just the idea that the Elders would give her a lover is so totally wrong on every possible level. It doesn't work like that. Sure, Coop's a cupid but it seems so incredibly dumb. It also goes against everything Phoebe's been through. To get something that easily is dumb. She could have discovered a new guy or even never ever have a final boyfriend. Why do all three have to be in relationships in the end?

The "everyone lives happily ever after" and the rush to make sure that Phoebe and Paige both got married irritated the crap out of me, but this is about characters, not situations, so...
Everyone knows that once Prue was gone, Piper irritated the crap out of me, the b*tch. Enough said.
Freebie/PhoeME irritated the crap out of me with her looking for her daughter and looking at guys as sperm donors and not much else.
Leo irritated the crap out of me when he let Piper walk all over him.
Chris irritated the crap out of me because he taught the sisters that ends justify the means--wrong things done for the right reasons were now OK.
Paige irritated the crap out of me in Season 6 when she suddenly morphed into a ditzy Valley Girl.
Drake irritated the crap out of me during the Robin Hood adventures, but then I loved him in the later episodes for bringing my Phoebs back for a couple episodes.
Dan irritated the crap out of me when he was such a sore loser, although I also thought that Piper should've chosen him (although I *didn't* at the time)
Prue irritated the crap out of me when she'd start feeling sorry for herself and when she let her pride get in the way.
Cole irritated the crap out of me when he was stalking Phoebe--I wish he'd stayed gone after they vanquished him the first time.
The Elders irritated the crap out of me during S7 when they were more demonic than the demons!
Brody irritated the crap out of me when he was so obsessive about the Avatars
Paige irritated the crap out of me when she turned her back on her sisters to be with Brody the way Phoebe irritated the crap out of me when she turned her back on her sisters to be with Cole or be with Coop.
The Avatars irritated the crap out of me when they changed from the "balance between good and evil" Avatars of S4 into the "let's get rid of good and evil by taking away everyone's free will" Avatars of S7
Compared with these, no, Billie didn't really irritate me that much! The *idea* of Billie irritated me more than she did.
I know what you're asking yourself--if so many main characters irritated me so much, why did I keep watching the show? Because despite their flaws, or maybe due to their flaws, I loved the main characters so very much during its first three-and-a-half seasons (up to when Cole took in the Hollow) that I always had to see what was going to happen, always looking for the characters that I fell in love with during those seasons and who every-now-and-then would pop back up. Only Paige changed for the best by changing back into Paige; the rest of all of my favorite characters were ruined.

Paige running off to be with Brody didn't bother me as much as Phoebe running off to be with Cole. What's the reason? I wrote the Avatars off as evil and with Paige being with Brody meant that she'd perceive the Avatars as evil.

I still wrote it off as evil. It came across as very 1984. It's actually funny. I was "reading" 1984 for English while I watched season seven.

It doesn't change the fact that Brody was a freaking psycho who tried to kill Leo twice. Paige irritated me when she stomped out on Piper because she wanted to listen to what the avatars had to say.
Even Leo irritated me when he left Piper with a new baby to become an elder and when he left her pregnant and with a toddler by herself to be a full time elder, but I still forgave him. What can I say?

I'm going to say this about Paige. And a few months ago, I wouldn't have, but since I've grown back into liking her (because of season eight), I'll say it. Paige really earned her own tantrums. How many times over the course of five years have her sisters not listened to her? How much has she had to put up with? How long did she have to be the cosmic taxi (as V would say)?
She was wronged by every single character. Piper. Phoebe. Cole. Leo. It's so obvious that she'd retreat to being independent after the way she'd been treated. She was always kind of like the third wheel and it was horrible.
Paige had the right to date the dick known as Richard and the psycho known as Kyle Brody. After all, she was right about Cole and she did help Phoebe out with Dex. On top of that, she dealt with the Piper/Leo saga.

I didn't disagree with her wanting to support Kyle on the avatar thing. I disagree with the way she did it. This was one instance in which Piper was being totally rational and calm. All she wanted was for them to listen to what the avatars had to say, seeing as how Phoebe got a good vision from the future. She was keeping her options open and Paige was acting like a teen brat.

Hehe. It kind of seems out of character for Paige to be a brat. She's been angry but never bratty.
It's weird because of Brody. If he was this great guy who, sure was a little obsessed with the Avatars, cared about Paige, it'd be cool. However, they made him criminally insane. This guy was so completely obsessed with the Avatars. Personally, it should have been over for him when he discovered they didn't kill his parents. It should have been Paige knowing something was up with the Avatars, not Kyle.
Another "irritating" thing about each and every Charmed One (with the exception of my girl Prue) is that they always take the side of their man. Phoebe and Paige have been known to give their boyfriends the benefit of the doubt and sticking with them when they shouldn't. Piper, on the other hand, put Leo above everyone else a lot of the time. However, on the scale of who's the worst it would go Phoebe, Paige, Piper and then Prue.
